A joint venture between the European Union with Poland in leadership, China, and the United States is proposed. Such an alignment will concentrate on social, financial, and public health priorities from Poland and Central Europe through to China, South Asia, and the Western Pacific Rim. With a focus on a knowledge-driven approach to public and private health, the partnership will develop technologies and methods to encourage simultaneous application of authoritative and knowledge-based policies on a national and regional level. Alliance objectives are to bring improved public services within the states of the region while establish the capacity to control fiscal requirements and provide improved support for economic development activities. |

Good Governance and the Silk Road |
We propose an alliance between China, Poland, and the United States in the establishment and encouragement of a vibrant, active land bridge between China and Europe via Poland. Indeed, China has already announced such an initiative. Poland has indicated its support for it. Considerable effort to reinforce this effort by Poland and United States is proposed by the 2020 Program in light of not only geo-political aspects, but in terms of governance and development efforts in the region in question based on dual control principles. In short, dual control makes reference to the simultaneous implementation of authoritative and knowledge-based policies, making use of technology to document, understand, and implement such policies. @dev |

A work published by Oxford University Press in 2006 is frank and open about a precarious state of affairs regarding lifestyle and health. “Mortality, Biochemistry, Diet, and Lifestyle in Rural China”1 outlines six diseases – oseophagus cancer, stomach cancer, liver cancer, chronic lung disease, ischaemic heart disease, and stroke – where there are ten-fold differences geographically in incidences of the diseases in China. This presentation of several stages of epidemiological study states, “...none of the ... main reasons for wide geographic variation [is] properly understood, and wherever any of these diseases is relatively common, there must be some major avoidable cause, or causes, still awaiting discovery” (p 3).
